Caldwell's Route 55 serves the Franklin/Smeed area. This route runs service to the Department of Health and Welfare, the Veterans Administration, the Department of Labor and Vineyards Senior Center.

Costs associated with this service are made available from the Idaho State Independent Living Council per Idaho Code 60-202: E/2010/600/0291. Funded by a grant (CFDA 93.768) from the Centers for Medicaid and Medicare Services, US Department of Health and Human Services.
This route is a grant funded project presented by the State Independent Living Council and Valley Regional Transit. The current funding is available to operate the route for six months. Community partners are working to continue the service.
